Conditions are what this organization try to manage, in a database. When Tom Cruise talks about "experts in conditions", he means they use a technology to siphon out of energy fields, to use the light energy of others to give their own members extra positive. They offload bad data from a field to others and attach to those suffering to siphon out something they call "loosch" and "reciprocity". They believe suffering produces molecules of light energy and that energy gives their members more oxygen and better spiritual vibrations. 

Why do I know what this man is saying and you don't? I don't want to know, but I do understand because I am dealing with this organization for years. They say they are taking over the world but have no political position? These people are dangerous and have access to programming technology. Their lack of opinion is because, they have a hand in things that you cannot imagine.

So, Scientology will say a woman deserves x and then they will hypnotize suffering into her life. That is what they mean by "experts in conditions". 

It is like a game. A man, in NYC, told me about a game that is watched by American billionaires that focusing on certain people who they watch on camera. I didn't believe it until I was hearing them, also. I can hear them saying off settings on a game. "put her into sink or swim", "raise your glasses", "put the champagne on ice for Oonagh O'Regan", "give her the grim reaper", "give her single, ready to mingle", etc, etc. I have showcased this list before.
